The Costa Rican Government announced on January 26, 2021, the new restrictions that will be implemented during the month of February 2021:
- The vehicular restriction schedule is standardized from Monday to Sunday: vehicle cannot circulate from 10:00 p.m. to 5:00 a.m. (the list of exceptions to the vehicle restriction is maintained.)
- The weekend license plate restriction is maintained throughout the month. Even plates may circulate on Saturdays and odd plates on Sundays. The schedule of plates that cannot circulate is as follows:
-
- Mon: 1 and 2
- Tue: 3 and 4
- Wed: 5 and 6
- Thu: 7 and 8
- Fri: 9 and 0
- Sat: 1, 3, 5, 7 and 9
- Sun: 0, 2, 4, 6 and 8
- Commercial businesses with a sanitary permit to operate customer service subject to hours, may open on weekends from 5:00a.m until 10:00 p.m., according to the vehicle restriction schedule.
- Beaches may open from Monday to Sunday from 5:00 a.m. at 6:00 p.m.
- National parks will be able to function with a capacity of 100%.
- Bars and casinos continue to operate with a capacity of 50%.
- The restriction of entry through land borders is extended for an additional month. Only Costa Ricans and residents may enter via land.

It makes no sense to require tourists to leave the country to renew visas by March 2 when the land borders remain closed. The only option is an expensive flight to Panama or Mexico or Miami–all areas where Covid infection rates are worse. Costa Rica’s confusing policies will scare away tourists when you really need to attract us.
