NEW MEASURES FOR THE LAST MONTHS OF THE YEAR AND QR CODE REQUIREMENT

The government came up with a strategy on the measurements for the remaining months of the year, depending on the predictions of the pandemic decreasing, and with the goal of getting the whole population in Costa Rica vaccinated. Here in this article, we will explain the measurements for each month.

  • SECOND HALF OF OCTOBER
  • The driving restrictions per plates will remain the same as they have been, giving the chance for people to drive four (4) out of five (5) weekdays, and one day from the weekend, that go between odd and even plates. As follows the detailed list of plates that CANNOT circulate per day:
    • Saturday October 16th: odd plates (1, 3, 5, 7, 9)
    • Sunday October 17th: even plates (0, 2, 4, 6, 8)
    • Monday October 18th: 1 and 2.
    • Tuesday October 19th: 3 and 4.
    • Wednesday October 20th: 5 and 6.
    • Thursday October 21st: 7 and 8.
    • Friday October 22nd: 9 and 0
    • Saturday October 23rd: even plates (0, 2, 4, 6, 8)
    • Sunday October 24th: odd plates (1, 3, 5, 7, 9)
    • Monday October 25th: 1 and 2.
    • Tuesday October 26th: 3 and 4.
    • Wednesday October 27th: 5 and 6.
    • Thursday October 28th: 7 and 8.
    • Friday October 29th: 9 and 0
    • Saturday October 30th: odd plates (1, 3, 5, 7, 9)
    • Sunday October 31st: even plates (0, 2, 4, 6, 8)
  • The nighttime driving ban will change to: Monday through Sunday, from 10:00 p.m. to 5:00 a.m.
  • A list of exceptions is still established (you can reach out to us for the complete list).
  • All activities/businesses shall continue with the designated reduced capacity, and a new schedule of 5:00 a.m. to 10:00 p.m. (one hour longer)

  • NOVEMBER

If everything goes as planned, and the pandemic evolves as expected, these will be the mayor changes implemented for November:

Vehicular Restriction

  • Starting November 15th, the daytime restriction by plates on the weekend (odd/ even) will be eliminated. This restriction will just be kept on the weekdays.
  • The nighttime restriction will be extended from 11:00 p.m. to 5:00a.m.

Capacity

  • The following activities/businesses will have the following reduced capacity:
    • Business events: 150 people.
    • Social events: 100 people (without a complete vaccination scheme) or 200 people (with a complete vaccination scheme).
    • Academic and Religious events: 500 people.
    • Bars and Casinos: 50% capacity.
    • Hotels that have more than 100 rooms: 100% capacity. Common areas can have 50% capacity.
  • Trains: Standing capacity according to the type of wagon (Apolo 29 people, conventional 9 people and new units with 102 people).
  • Buses: Can take up to 15 standing passengers
  • Beaches: May open from Monday to Sunday from 5:00 a.m. to 8:00 p.m.
  • Entry Requirements: Tourists who have been fully vaccinated will still be able to enter the country without having to purchase Travel Insurance.

Cultural and Sport Activities: Starting November 15th, will be able to have 25% of capacity with people who have been fully vaccinated.

  • DECEMBER

Vehicular Restriction

  • No daytime restriction by plates on the weekend (odd/ even). This restriction will just be kept on the weekdays.
  • The nighttime restriction will be kept from 11:00 p.m. to 5:00 a.m.

Capacity

  • The following activities/businesses will have the following reduced capacity:
    • Academic, Business, Religious, and Cult events: 30% capacity, maximum of 500 people with a complete vaccination scheme.
    • Social events: 200 people with a complete vaccination scheme.
    • Bars and Casinos: 75% capacity with a complete vaccination scheme.
    • Sports activities on public roads will be enabled.
    • The Amusement Parks (Parque de Diversiones) will be authorized to start operating once again, with a capacity of 50% (5000 people) following the specific protocol.
    • Activation of events following health measures: in spaces that allow capacity control, maximum 25% capacity
    • Hotels that have more than 100 rooms: 100% capacity. Common areas can have 75% capacity, with a complete vaccination scheme.
  • Trains: Standing capacity according to the type of wagon (Apolo 29 people, conventional 9 people and new units with 102 people).
  • Buses: Can take up to 20 standing passengers
  • Beaches: May open from Monday to Sunday from 5:00 a.m. to 11:00 p.m.
  • Entry Requirements: Tourists who have been fully vaccinated will still be able to enter the country without having to purchase Travel Insurance.

 

QR CODE REQUIRED STARTING DECEMBER

To incentive vaccinations, starting December 1st, the new measure of showing a QR code (COVID-19 vaccination certificate) will be implemented to enter the following list of establishments:

  1. Restaurants, sodas, cafeterias, food courts and food trucks.
  2. Bars and casinos.
  3. General stores, department stores and shopping centers
  4. Museums.
  5. Fitness centers.
  6. Hotels, cabins or hospitality establishments.
  7. Spas.
  8. Activities, organizations or congregations in places of worship
  9. Event rooms for business, academic or social activities.
  10. Adventure tourism.
  11. Theaters, cinemas, art and dance academies, and artistic activity establishments.
  12. Sports activities establishments.

How to obtain the QR code?

This will be available starting Monday November 8th, and you can visit the following website to obtain it: https://usuarios.ministeriodesalud.go.cr

Internet service will not be necessary if you decide to have it in a Digital Format. People will also have the option of having the QR code printed out. If you already had the vaccination certificate prior to this date, you can access the website to get the newer version.

How to download it?

  • Those who already have their certificate should only enter again the link sent to their email, and place the assigned pin showed. After this, your certificate will be updated with the new safety standards.
  • If you forgot your pin, you can retrieve it on the same website.
  • Obtaining the certificate takes an about 10 business days, however, those requests for certification of vaccines placed outside the country may take a little longer.
  • If you received your vaccine outside of the country, you could request the certificate through email to the Minister of Health, by submitting an affidavit and the vaccination card (reach out to us for further details on this).

 

FAQs about the QR code:

Q: Do underage tourist need to have a QR code?

R: Only minors than 12 years of age are exempt. Any person over 12 years of age will have to use a QR Code to enter to the established places.

Q: What if I am an Unvaccinated tourist?

R: You can enter the country with medical insurance, but you will not be able to access the places listed, in which the QR code is mandatory.
